Thelma Meléndez de Santa Ana
State Trustee

Thelma Meléndez de Santa Ana, Ph.D., is the State Trustee for the Inglewood Unified School District. She has served as Chief Executive Officer in the Office of Educational Services for Los Angeles Unified School District (LAUSD). LAUSD is the nation’s second-largest school system, serving more than 640,000 K-12 students at more than 1,000 schools and public charter schools.

In March 2014, Dr. Meléndez joined the Los Angeles Unified School District as a senior administrator for “Beyond the Bell,” a division that oversees after-school programs, among other functions. As the Chief Executive Officer, Dr. Meléndez was responsible for the administrative oversight of multiple educational and business services for the over 1,000 schools of LAUSD, including Food Services, Procurement, School Operations, Student Health and Human Services, Transportation, Office of Environmental Health and Safety, as well as “Beyond the Bell.” Dr. Meléndez began her career as a bilingual first grade teacher and rose to serve as Assistant Secretary for Elementary and Secondary Education at the U.S. Department of Education.

As principal advisor to U.S. Secretary of Education Arne Duncan, she helped to develop the Blueprint for Reform and led the office as it administered billions of dollars in grant funding through the American Recovery and Reinvestment Act of 2009. Immediately before joining LAUSD, she was Senior Education Advisor to Los Angeles Mayor Eric Garcetti. Dr. Meléndez has also served as superintendent of two California school districts, Santa Ana Unified and Pomona Unified Schools. The American Association of School Administrators named her the California Superintendent of the Year in 2009.

She earned a BA cum laude from UCLA, a PhD from USC’s Rossier School of Education, and received an Honorary Doctorate from Pepperdine University. Dr. Meléndez’s recognitions include an Alumni Merit Award from the USC Alumni Association (2012), the Mexican American Opportunity Foundation’s 2011 National Hispanic Woman, American Association of School Administrators, California State Superintendent of the Year (2009) and Hispanic Business Magazine’s 2010 Woman of the Year.

Dr. Carmen Beck
Chief Academic Officer

Dr. Beck is a dedicated, dynamic teacher and educator. Previous to accepting the C.A.O. position in Inglewood she was the Director of Curriculum/Instruction and Academic Enrichment for the San Bernardino County Superintendent of Schools. She served in this role for the past three years. Previous to this, she served 7 years as a Middle School Principal and 3 years as an Assistant Principal in San Bernardino Unified. Before becoming an Administrator, she served as a teacher in Lake Arrowhead for eleven years. During her tenure as a teacher she was also a Bilingual Mentor, an ELIP Coordinator, and a BTSA Mentor.

Dr. Beck’s motto is simple: all decisions within the organization should be based upon how it benefits students. She adds, student’s needs should be our true north! Having spent much her career in and around curriculum, she has learned that it is simply a tool and instruction is the heart. She wants every teacher to feel equipped and supported to “beat” their best! She explained to me that if we just “be” our best, then we are truly not going beyond our expectations. Beck believes that it is her job to support teachers in every way. She plans on continuing what was in place, and finding opportunities to enhance innovative instructional methods to use in the 21st century classroom of today.

In order to do this, she wholeheartedly believes that we have to reallocate our resources to wrap services around students needs instead of replicating cookie cutter programs which don’t meet all students, because they are unique as we all are. Dr. Beck repeats the notion of teamwork which she feels makes the dream work!

Nora Roque
Executive Director – Human Resources

Nora Roque is the Executive Director of Human Resources for the Inglewood Unified School District where she directs all human resources functions for the school district. She has been an area resident for over 50 years and has been a proud member of the IUSD family for three years. Previously, she served as Director of Classified Personnel for the Newport-Mesa Unified School District and Human Resources Coordinator for the Beverly Hills Unified School District. With over 13 years of HR leadership experience, seven years has been in merit system school districts.

Mrs. Roque holds a Bachelor’s degree in Business Administration, a Master’s degree in Human Resources Management with an emphasis on Organizational Development, and is currently working on her doctorate in Educational Leadership, Administration and Policy. She is committed to developing and coaching others and presents trainings at local and statewide conferences in human resources management and organization development.
